Flash Parking Control and Communications Ltd. (Flash Parking Systems) is an Israeli family software company that developed a cloud management system for paid car parks, with PayPlus payments inside the system. We also build and maintain the car parks it runs on, and install gate opening by phone. It was founded by Rafi Dayan, a low-voltage systems architect and electronics technician who has worked with plate recognition cameras and electric gates since at least 2021. Construction, software, maintenance and the service center are all in-house.

From low-voltage systems to car parks
Before Flash there was "Low Voltage" (מתח נמוך), Rafi Dayan's business installing cameras, intercoms and electric gates. That work covers everything a paid car park needs, from cameras that read license plates and barriers and gates that open automatically to communications and power.
In 2021 Rafi designed a security system for Moshav Kfar HaNagid, with a plate recognition camera at the entrance gate and solar-powered camera poles. The camera maker Provision-ISR published the project as a customer story.
In October 2025 Flash Parking Control and Communications Ltd. was founded to build and run paid car parks from start to finish. The management software is developed in-house, and so is our service center. Decisions are made quickly, and that is where our promise to customers comes from, a reply and a quote within 24 hours.

Starting out in the field

The first gate with plate recognition
At Moshav Kfar HaNagid Rafi installs an LPR camera at the entrance gate and 16 solar-powered camera poles. The camera maker Provision-ISR chose to tell the story.
